This database was constructed by systematically querying the official Phoenix Legistar Web API for all City Council and committee meetings within the locked time window. For each meeting, official documents including the agenda, published minutes, results files, and item reports were retrieved. The text of each document was extracted and searched for specific matched phrases (SOS Lot, Safe Outdoor Space, SOS). Any text block matching the criteria is presented exactly as extracted, byte-for-byte, after normalizing line endings.
Meeting-date window: 2021-09-21 through 2026-09-21 (inclusive).
Paragraph boundary rule: A paragraph is defined as one block of official text separated by a blank line after extraction, or the Legistar item title when that title is the only official text. If a PDF page has no blank lines, the paragraph is the hit sentence plus neighboring sentences up to the nearest blank line, and never more than 1,200 characters of source text.
Deduplication method note: The same paragraph text for the same meeting is one row.
not_lot Exclusions: row(s) were excluded because the classifier determined the text referred to something other than the Safe Outdoor Space.
